Sir,
With regard to the appointment of an Assistant Engineer to replace Mr. Trimingham, whose extended period of service expires in June next, as the Crown Agents appear to find some difficulty in obtaining men to fill such posts, I think it would be advisable to forward an indent at an early date for an Officer.
On due consideration it would seem desirable in view of the quantity of machinery of a high class that will ultimately be under the charge of this Department, that this Assistant should have a mechanical training and I suggest that Mr. Chadwick might be consulted on the point.
The Assistant Director of Public Works has informed me that he has recently received a letter from an Engineer (Mr. F. A. Biden) with the qualifications required, who has successfully supervised the erection of similar plant in Trinidad and whose period of service under the Government of that Colony expires about July next, asking if there was any chance of employment in Hongkong.
As he was originally sent out by Mr. Chadwick and as Mr. Jones speaks highly of him, I think it would be as well to secure his services and to notify the Crown Agents that, in the event of his applying for the post, consideration should be given to his application. They might perhaps go so far as to look into the terms of his appointment with the Trinidad Government and communicate with them.
